I am directed by Lord Robert Cecil to transmit to you the accompanying copy of a meriorandum from the French War Office communicated to the Foreign Office by the War Trade Department regarding a reported export of feathers from Hongkong with an alleged enemy
destination.

Lord Robert Cecil would suggest that telegraphic
enquiries should be made of the Governor of Hongkong
and if the facts are verified, the shipment should if
possible be prevented.
